Message Problem - high idle stuck at approx 2k when off gas ( neutral) and RPM was previously higher when driving

Didn't have this issue until did plenum pull .. has numerous vacuum leaks previously and RPM was fine ..

things I checked

1) tt.net search ( nothing conclusive but many post of what to check )
2) vacuum leaks ( none near plenum - two small leaks near turbo / compressor inlet area on both sides )
3) CTS ( was fine - but replaced anyway )
4) Air regulator - ( was fine but replaced anyway )
5) TPS - reset to .46 volts at idle
6) reset idle to 850 rpm with AAC disconnected ( yellow connector )
7) used conzult and cleared memory and set ecu relearn
8) MAF voltage at idle 1.08v
9) MAF voltage when situation occurs - 1.35v range and TPS when situation occurs - .64v range
10) Disconnect TPS sensor and connector .. RPM drops then recovers to settle at 1800 RPM range .. ( AAC connected )
11) did ohm check and reading was approx 14.6 resistance
12) used conzult to check IACV - AAC % at 2k rpm = 55% , manually lowered to 32% and RPM settled at 850 rpm range
13) Disconnect AAC connector and RPM drops to 850 rpm range
14) no error codes thrown

short of taking off the Idle Air control valve and cleaning it ... starting to run out of options ... I'm guessing that will nto add value since I can manually lower the % using the conzult ...the ecu should be able to do the same ..

I'm open to suggestions ..didn't want to buy a $200 plus part unless the consensus was that I needed it
